He is located at the lighthouse on the north island of Los Muertos. The lighthouse is at the northern most tip of the island.
He stands on a platform about half way up the lighthouse facing inland, and overlooking his operation with a Bastion S600 "Long Eye" sniper rifle.

Ramon “Pistola” Gonzalez only has one true love in this life: guns. A master marksman, Gonzalez shies away from physical combat, preferring to seek out a well-secluded spot and dispatch his enemies from afar with his sniper rifle. Many peacekeepers have found themselves caught between Gonzalez’s crosshairs; the results have not been pleasant. As Los Muertos's Chief Weapons Supplier, every rifle, shotgun, and grenade that has found its way onto La Mugra’s streets has first passed through Gonzalez’s grease-covered hands. Eliminating him will greatly disrupt Los Muertos’ weapons supply, reducing their capacity for armed carnage.
ALL ALONG THE WATCHTOWER[]
Taking down Gonzalez is bound to be a “rocky” affair, Agent. His hideout is a lighthouse on La Mugra’s northern island that is surrounded by steep cliffs, making advanced Agility skills a must for this mission. Offshore rocks circle the lighthouse and provide multiple paths of attack, should you choose less direct means of assault. Gonzalez has posted snipers all along the base of the lighthouse, and Los Muertos foot soldiers patrol the mountainside, hoping to pin down any Agent who gives up the high ground. In the middle of it all, high atop his lighthouse perch stands Gonzalez, wielding a high-powered sniper rifle. You’d best stay out of his line of sight.
SNIPER'S PARADISE[]
A frontal assault on Gonzalez’s compound is a tough climb, no pun intended. Gonzalez supplies his protectors with considerable firepower and snipers line the base of the lighthouse waiting for an unsuspecting agent to wander into their scopes. It’s time to fight fire with fire, Agent—or, in this case, sniper rifle with sniper rifle. Find a good vantage point and pick off as many of Gonzalez’s minions as possible before being discovered. Once you’ve been spotted, proceed down the mountain, taking out Los Muertos slime along the way. The trees at the bottom of the cliffs can provide a frustrating amount of cover for the enemy, so stay on your toes. Lay down a heavy dose of suppressing fire and use your grenades to root out the gang members stationed at the bottom of the lighthouse.
IN THE CROSSHAIRS[]
When you’re ready to take out Gonzalez, leap between the broken stairways along the sides of the lighthouse. The isolated position of Gonzalez’s lighthouse perch is his greatest asset, but it’s also his biggest weakness, since it reduces his mobility and leaves him open to grenade attacks. If you’ve acquired the grenade launcher, even better: line Gonzalez up in your sights and send several his way. Reach out and explode someone, Agent.
If you’ve yet to acquire the sniper rifle, or prefer a more tactical strike, consider approaching Gonzalez from the north, along the rocky coastline that surrounds the lighthouse. Again, advanced Agility skills are a must, as the rocks are perilously steep. Begin at the beach and swim out to the rocks, leaping from one outcropping to another and eliminating any Los Muertos bangers in your path. From the bottom of the lighthouse, you can leap from ledge to ledge until you locate Gonzalez. It’s even possible to reach the very peak of the lighthouse, from where you can take Gonzalez down from above with a few well-placed sniper shots. Gonzalez has lived by the headshot, Agent; make sure he dies by it as well.
